On July 28, 2026, Meta announced a strategic venture with BlackRock to develop its data center campus in El Paso, Texas, which Meta said will have 1 gigawatt of compute capacity. Funds managed by BlackRock will own 80% of the venture and Meta 20%. Meta put total development costs at approximately $14 billion for buildings and long-lived power, cooling and connectivity infrastructure, and its own investment in the data center at over $10 billion. Meta will lease the entire campus from the venture, with an initial four-year term and four extension options for a potential 20-year term, and will be the campus’s initial sole occupant. The venture expects to begin bringing capacity online in 2028.
BlackRock’s Global Infrastructure Partners and HPS Investment Partners are part of the transaction, and a portion of BlackRock’s investment is funded by $12.5 billion of debt financing. Meta expects the project to support more than 4,000 construction jobs at peak and 300 operational jobs.
