Stargate is OpenAI’s AI infrastructure program: a set of large data-center campuses built with partners such as Oracle and SoftBank to supply OpenAI with computing capacity. OpenAI announced Stargate on January 21, 2025 as a new company that intended to invest $500 billion over four years in AI infrastructure for OpenAI in the United States, and by October 30, 2025 it said the Stargate AI program had “over 8 gigawatts of planned capacity” across its US sites. Stargate also has international sites in the United Arab Emirates and Norway. Everything below is as OpenAI has stated it on openai.com, as of October 2026.

The January 2025 launch

OpenAI’s announcement described the Stargate Project as “a new company which intends to invest $500 billion over the next four years building new AI infrastructure for OpenAI in the United States,” with $100 billion to be deployed immediately. The terms it set out:

  • Initial equity funders: SoftBank, OpenAI, Oracle and MGX, with SoftBank and OpenAI as lead partners.
  • Roles: SoftBank has financial responsibility and OpenAI has operational responsibility; Masayoshi Son is chairman.
  • Technology partners: Arm, Microsoft, Nvidia, Oracle and OpenAI. OpenAI said Oracle, Nvidia and OpenAI would work closely to build and operate the computing system.
  • First site: Texas.

The launch commitment was later restated by OpenAI as $500 billion toward 10 GW.

Abilene, the flagship campus

The first site is in Abilene, Texas, and runs on Oracle Cloud Infrastructure. On July 22, 2025, OpenAI said Oracle had begun delivering Nvidia GB200 racks there and that “parts of the facility are now up and running,” with early training and inference workloads under way. In September 2025 OpenAI called Abilene “the flagship Stargate campus,” already “up and running” on Oracle Cloud Infrastructure. In a July 22, 2026 announcement, OpenAI described Abilene as the place where “our first campus is operating at scale.”

How the US program grew in 2025

Oracle, 4.5 GW (July 22, 2025). OpenAI announced an agreement with Oracle to develop 4.5 GW of additional Stargate capacity in the US. OpenAI said this brought Stargate to over 5 GW under development, able to run over 2 million chips.

Five new sites (September 23, 2025). OpenAI, Oracle and SoftBank announced five new US sites, selected from more than 300 proposals across more than 30 states. Three are developed with Oracle: Shackelford County, Texas; Doña Ana County, New Mexico; and a Midwest site that OpenAI later confirmed will be in Wisconsin, developed by Oracle with Vantage. OpenAI said these three “can deliver over 5.5 gigawatts of capacity.” Two are developed with SoftBank: Lordstown, Ohio and Milam County, Texas, which “can scale to 1.5 gigawatts over the next 18 months.” OpenAI said the combined capacity brought Stargate to nearly 7 GW of planned capacity and over $400 billion in investment over the next three years, and that the program was on track to secure the full $500 billion, 10 GW commitment by the end of 2025.

Michigan (October 30, 2025). OpenAI announced a campus of more than 1 GW in Saline Township, Michigan, under its Oracle partnership, with Related Digital as developer and DTE Energy supplying power. OpenAI said construction was expected to begin in early 2026, that the site uses a closed-loop cooling system, and that it brought Stargate to over 8 GW of planned capacity and more than $450 billion in investment over the next three years.

2026 updates

SB Energy and Milam County (January 9, 2026). OpenAI and SoftBank Group each invested $500 million in SB Energy, their partner on the 1.2 GW Milam County, Texas data center. OpenAI said initial facilities were expected to enter service starting in 2026.

Project Camellia, Georgia (July 22, 2026). OpenAI announced Project Camellia, a long-term data-center project it is designing and developing in Effingham County, Georgia, published under its Stargate heading. OpenAI said the site will use 3.2 GW of power, delivered by Georgia Power in phases between 2028 and 2032, and that the project is at the start of its development process.

PORTS-Pike, Ohio (August 17, 2026). OpenAI said it is joining the PORTS-Pike project in Pike County, Ohio, with SB Energy, Nvidia and the US Department of Energy. The site is planned at approximately 8 GW-IT, will host Nvidia AI compute exclusively, and is expected to make its first 800 MW available in 2028. OpenAI’s announcement describes PORTS-Pike as a project it is joining with those partners and does not use the Stargate name for it.

International sites

Stargate UAE (May 22, 2025). OpenAI called it “the first international deployment of Stargate”: a 1 GW Stargate UAE cluster in Abu Dhabi, built with G42, Oracle, Nvidia, Cisco and SoftBank, with 200 MW expected to go live in 2026.

Stargate Norway (July 31, 2025). A site in Narvik, Norway, planned as a 50/50 joint venture between Nscale and Aker. OpenAI described an initial 230 MW of capacity with an ambition to expand by a further 290 MW, a target of 100,000 Nvidia GPUs by the end of 2026, power from renewable hydropower, and closed-loop, direct-to-chip liquid cooling.

OpenAI’s program totals (nearly 7 GW in September 2025, over 8 GW in October 2025) are planned capacity, not capacity in service, and OpenAI states them in gigawatts without saying whether they are IT load or grid power. The Milam County figure appears both inside the SoftBank 1.5 GW and on its own in the January 2026 announcement, so the rows should not be summed.

Who is involved

Oracle is named on more of the US sites than any other partner, as developer and as cloud operator at Abilene. SoftBank is a lead equity partner and, through SB Energy, a site developer.
